NYPA Unveils Draft Strategic Plan for New Renewable Energy Generation

The New York Power Authority (NYPA) has released its inaugural Renewables Strategic Plan, a blueprint to expand New York State’s renewable energy resources to help meet Governor Kathy Hochul’s ambitious climate and energy targets. This strategic move underscores NYPA’s growing role in advancing clean energy infrastructure as part of its recently expanded authority, granted through the 2023-24 State Budget enactment.

The draft plan, now open for public review, outlines the first phase of projects and achievements completed during the initial 18 months since NYPA was authorized to accelerate the development of renewable power resources. The plan marks a significant step in the state’s push to meet the Climate Leadership and Community Protection Act (CLCPA) goals, which mandate 100% zero-emission electricity by 2040.

Public Comment Period and Hearings

As part of its commitment to transparency and stakeholder engagement, NYPA has launched a 60-day public comment period. The Power Authority is set to host five in-person public hearings and one virtual hearing, allowing community members, elected officials, and stakeholders to provide input on the draft plan. These hearings will ensure that the plan is shaped by public feedback before being finalized and presented to the NYPA Board of Trustees.

Justin E. Driscoll, the NYPA president, and CEO, emphasized the importance of the public’s role in the development of the plan, stating, “The draft Renewables Strategic Plan outlines the innovative framework the Power Authority has taken to fulfill its expanded role in the development of the state’s renewable power resources. NYPA is committed to the ongoing development of the Strategic Plan and expansion of its renewable portfolio following due diligence on the proposed projects. We look forward to the public comment period and to submitting a final Strategic Plan that supports Governor Hochul's vision.”

Public hearings are scheduled across various regions, including Niagara, Binghamton, Albany, New York City, and Brentwood. A virtual option is available for those unable to attend in person.

Significant Progress in Renewable Development

Since Governor Hochul approved the expansion of NYPA’s authority in May 2023, the organization has made substantial strides in scaling renewable energy. This includes creating a renewables subsidiary, issuing a $100 million bond to finance new projects, and identifying 40 renewable projects across the state. Together, these projects represent a potential total capacity of 3.5 GW.

NYPA is now focused on assessing each project's economic viability, community impact, and real-estate requirements to determine its inclusion in the final renewable portfolio. The diverse range of technologies and locations proposed reflect NYPA’s commitment to leveraging renewable resources from all corners of the state.

As the largest public power organization in the U.S., NYPA plays a critical role in shaping New York’s energy landscape. Its hydropower plants, including the Niagara Power Project, remain key sources of clean energy, but the organization has increasingly shifted its focus to supporting the state’s renewable energy goals. From wind and solar to energy storage, NYPA’s leadership in renewable innovation and grid modernization is pivotal to the success of New York’s clean energy transition.
